Newly released body camera video shows Terrance Banks appearing ready to be taken into custody the moment deputies showed up. Banks is accused of setting the Florida house fire that killed 15 dogs.

In the footage Banks spins around and puts his hands behind his back before officers tell him to do anything.

The deputies first approach him for help. They ask him to point out the dogs running loose around the neighborhood and help round them up. They tell him he is the only person who can do it.

"It's over"

Banks looks upset throughout the exchange. He says more than once that it is all over and keeps moving his hands behind his back.

The officers say at first that they are not there to arrest him. They tell him they want to understand what happened and need him to help right away.

He is eventually handcuffed. The deputies can be heard speaking to him with obvious concern during the conversation.

The fire

Authorities have said Banks admitted pouring gasoline across the floors of his home in Geneva. They say he then set a piece of paper on fire and used it to ignite the house.

Fifteen dogs died. Two more needed care around the clock after the fire.

Banks was arrested on a charge of second-degree arson along with 11 counts of aggravated animal cruelty.
