Immigration officer fires into car in Manhattan's Marble Hill as a young boy looks on

A 28-year-old man was hit in the neck during a federal arrest attempt in New York City while a 5-year-old believed to be his son sat nearby.

A federal immigration officer shot a man in New York City on Thursday evening. A 5-year-old boy who is believed to be the man's son saw it happen.

What police say happened

NYPD Commissioner Jessica Tisch identified the wounded man as Oscar Belgal, 28. She says the agent fired seven shots into his car and one struck him in the neck. The child was not hurt.

The gunfire broke out in Marble Hill, the Manhattan neighborhood farthest to the north. Tisch says city officers got involved after hearing the shots nearby.

The federal side

Homeland Security says its team went to the area to pick up a specific man it describes as living in the country illegally with past arrests. The department confirms one of its officers fired during the arrest attempt. Federal officials say agents gave first aid right away before Belgal was taken to a hospital.

DHS claims Belgal is tied to the Trinitarios, a Dominican gang. Tisch says he has two prior arrests: a 2023 robbery case and a 2025 case over the sale of a controlled substance. He pleaded guilty to a reduced fourth-degree larceny count in the 2023 matter. The 2025 case remains open.

Protests and City Hall

Demonstrators gathered after the shooting. CBS News reports that five people were taken into custody.

Mayor Zohran Mamdani blasted the shooting and said the White House is "terrorizing our city." The mayor says he reached out to the president as well as Markwayne Mullin, who leads DHS, hoping to get Belgal freed. Neither call worked.
